Finally, A Break For Savers - How The Government's New 2027 Account Changes Everything

If you have money sitting in a standard Irish bank account right now, it’s likely earning next to nothing. Up until now, if you tried to invest that money into ETFs or investment funds to get a better return, the Irish tax system hit you with a massive roadblock -  a 38% exit tax and the dreaded "deemed disposal" rule that forces you to pay tax every eight years even if you haven’t sold a thing.

That is all about to change.

In the recent Budget 2027 announcement, the Government unveiled the brand new Irish Investment Account (IIA). Launching on 1 July 2027, this scheme is designed to completely transform how households save and invest.

At Citywide Financial, we’ve been digging into the fine print of the new account. Here’s the low down on how it works, what the rules are, and whether it’s the right home for your hard-earned cash.

The Core Features at a Glance

The scheme is remarkably straightforward compared to traditional Irish investment rules12

·        The Contribution Limit: You can invest up to €12,000 per year (or €1,000 a month).

·        The Big Tax Break: The first €50,000 in the account grows entirely tax-free.

·        The 1% Rule: Once your total account value crosses €50,000, you pay a flat 1% annual tax only on the portion above that threshold.

·        No Exit Taxes or Deemed Disposal: Capital Gains Tax (CGT), Dividend Withholding Tax, and the eight-year deemed disposal rules are completely waived with this account.

Frequently Asked Questions

When exactly does the Irish Investment Account open?

The scheme is scheduled to officially open for business on 1 July 2027. You cannot open an account or use the allowances before this date.

Who is eligible to open an account?

To open an account, you must be an Irish tax resident, aged 18 or over, and hold a valid PPS number. Each individual is strictly limited to one account.

What can I actually invest the money in?

The account is built for retail investment products. You can choose from listed shares, corporate or government bonds, retail investment funds, and Exchange Traded Funds (ETFs). However, complex products like derivatives and digital assets (crypto) are strictly excluded.

Can I just use it as a high interest cash savings account?

No. You can only hold cash in the account temporarily while you are waiting to purchase an eligible investment. Because the money must be invested, your balance will rise and fall with market performance - there are no capital guarantees like a traditional bank deposit.

How does the 1% tax on amounts over €50,000 actually work?

The tax is calculated based on the total value of the assets over €50,000, not your profits. For example, if your account grows to a total value of €52,000, you will pay 1% tax on the €2,000 surplus, which amounts to just €20 for the year.

Crucially, because this is value-based, you could technically owe this small tax in a year where the market dips but your balance remains above €50,000.

Do I have to do a complicated tax return every year?

Thankfully, no. One of the best features of the scheme is that the account provider calculates, reports, and pays the tax directly to Revenue on your behalf. It eliminates the major paperwork headache that usually comes with personal investing in Ireland.

Can I take my money out whenever I want?

Yes. Unlike a pension, there is no lock-in period and no minimum term. It provides a level of flexibility that makes it highly attractive for mid-term financial goals, like saving for a house deposit or a wedding.

The Citywide Financial Verdict -  Is it a game changer?

For the average Irish retail investor, this is the most positive structural change we've seen in decades. By removing the penalising 38% exit tax and the administrative nightmare of deemed disposal, the government has finally given people a viable path to grow their wealth outside of property or pensions.

However, it isn't a one-size-fits-all miracle. If you are a higher-rate taxpayer looking specifically for retirement savings, traditional pensions or PRSAs still offer up to 40% immediate tax relief on the way in, which this account does not provide.

Plan Ahead

The rules are set, but the actual investment products and provider fee structures won’t be fully unveiled until closer to the July 2027 launch date.
