Navigating Budget 2027 And What The Latest Changes Mean For Your Irish Financial Plan

Ireland’s Budget 2027 has brought with it an expansive package of changes to personal income tax, capital gains, investment products, housing schemes, and inheritance tax thresholds.

At Citywide Financial, we know our clients do not just want to read generic news summaries. You need to know exactly how these new measures affect your pensions, investments, mortgages, and protection structures.

Here is our team's breakdown of how Budget 2027 alters your personal financial plan, along with the actions you should take to protect and grow your wealth.

Boosted Income & Net Take Home Pay

The tax relief package is explicitly designed to combat fiscal drag and put hard-earned money back into Irish workers' pockets.

·        Higher Rate Band Expanded -  The point at which single workers enter the 40% tax rate increases by €2,500, moving from €44,000 to €46,500. For married couples with one earner, the limit moves up to €55,500.

·

·        Tax Credit Increases -  The Personal, PAYE, and Earned Income Tax Credits all increase by €125 to €2,125 each.

·

·        USC Restructuring -  The entry threshold level for the 3% Universal Social Charge (USC) band expands up to €30,300, keeping full time minimum wage workers outside the higher bands.

·

The Citywide Strategy -  An individual earning €50,000 will see roughly €750 extra in net annual income, while couples earning over €100,000 can expect an estimated €1,500 gain. Instead of letting this extra cash absorb into daily retail spending, we highly recommend regularising this "new" net income straight into a tax efficient account to grow your long term wealth.

Retirement & Pensions - This Tax Haven Remains Untouched

Crucially for retirement planning, the government left pension tax relief completely unchanged. Higher rate taxpayers can still claim up to 40% relief on their contributions.

·        Standard Fund Threshold (SFT) - The SFT is climbing to €2.4 million from January 2027, resetting the benchmark valuation for higher earners evaluating lifetime pension fund thresholds.

·

·        State Pension - The State Contributory Pension increases by €10 per week, bringing the maximum base level to €309.30 per week.

·

The Citywide Strategy - Your pension remains the single most efficient legal structure for minimising tax exposure in Ireland. If you are a high earner paying 40% income tax, every €100 you put into a pension scheme only costs your pocket €60.

Also, if you are self-employed or a company director looking to utilise Additional Voluntary Contributions (AVCs) against last year's earnings, the October 31st deadline is fast approaching. Get in touch with us to maximise your contributions before that window closes.

A Massive Win for Savings and Investment Products

Budget 2027 delivers exceptionally positive news for active retail investors, reversing some of the historic tax penalties associated with multi-asset funds and equities.

·        Exit Tax Reduction - From January 1, 2027, the Exit Tax rate on Irish unit funds, offshore funds, and life assurance investment bonds will drop from 38% to 35%.

·        Capital Gains Tax (CGT) Cut - The standard rate of CGT is falling from 33% to 31% for disposals made on or after October 7, 2026.

·        The New Irish Investment Account -  Launching July 1, 2027, this account allows individual contributions up to €12,000 annually. The first €50,000 of fund value is completely tax-free, with any amount above that threshold subject to a flat 1% annual asset tax. Deemed disposal rules will not apply to this specific account.

4. Mortgages & Property - Support for Renters and First-Time Buyers

For clients actively looking to scale the property ladder, buy investment properties, or restructure current residential debts, the changes in this area provide highly targeted relief.

·        Help-to-Buy Scheme Extended -  Extended to the end of 2029, the maximum available deposit refund increases from €30,000 to €35,000 for first-time buyers purchasing newly built homes.

·

·        Mortgage Interest Tax Credit - Extended through the end of 2027, providing a maximum tax credit of up to €625 for qualifying primary residential properties.

·

·        Rent-a-Room Relief - The annual tax-free income threshold climbs from €14,000 to €16,000 from January 2027.

·

The Citywide Strategy - If you are a first-time buyer, the increased Help-to-Buy ceiling provides an extra €5,000 cash injection toward your deposit. Let us assess your current mortgage readiness and align you with the best available market rates to take immediate advantage of these extensions.

5. Family Wealth Preservation -  Higher Inheritance Tax Allowances

With soaring property values across Ireland, regular families have increasingly been caught in the net of Capital Acquisitions Tax (CAT). Budget 2027 expands the tax-free lifetime limits to counteract this pressure:

·        Group A (Child from Parent): Increases to €420,000 (up from €400,000).

·

·        Group B (Sibling, Niece/Nephew, Grandchild): Rises to €44,000.

·

·        Group C (All others): Rises to €22,000.

·

·        Tax Rate: The standard CAT rate remains fixed at 33% on all transfers exceeding these thresholds.

·

The Citywide Strategy: While a €20,000 increase to Group A is a step forward, the value of a family home in major urban areas can still easily push your children over the tax-free threshold. Utilising a structured Section 72 life insurance policy is still the smartest way to ensure your family inherits wealth without facing a large, immediate tax bill.
